This briefing examines the peace process in Burundi between 1998 and 2000. It underlines why the support for rebel demands that President Pierre Buyoya's government releases all political prisoners regardless of their crimes and restores the rights of political parties is justified. However, this issue should be resolved within negotiations and not be their prerequisite.
