This briefing analyzes the prospects for a peace process in Somalia. It argues that a central state does not exist in Somalia and that governing structures have to be built up to ensure lasting peace in the country. The paper lists more requirements for the peace process, such as the readiness to adopt and implement sanctions against recalcitrant warlords, the enforcement of the international arms embargo and rivalries between regional powers.
