This briefing discusses the instable situation in the Democratic Republic of the Congo's (DRC) eastern Kivus region. It argues that Rwandan troop deployment in the region threatens Congo's fragile political transition. The paper describes the transition process in Congo, militia influence and the motivation of Rwanda for troop deployment in the Kivus. It urges an intensified army and police force reform in the DRC and more international commitment to solve the crisis.
