This report examines the reasons for violence in Maluku. It analyzes the situation before the violence and lists the most important stages (from January 1999 until the declaration of civil emergency in June 2000) and the most important militant groups. It underlines the government's weaknesses with the description of mass violence in September 2000. The report ends by proposing to deport the significant part of the Laskar Jihad from Maluku and urging central control of Indonesian police and military forces in Maluku.
