This report examines police reform in Indonesia and, in detail, proposals to adjust ministerial responsibilities, civilian-based law enforcement, the domestic legal framework, corruption and the judicial sector among others. The report further describes the plans for and the challenges to reform. It concludes that reform of particular institutions, like the Indonesian National Police, cannot be implemented in isolation from the other institutions of state.
