This report analyzes the prospects for conflict resolution in Aceh. It concentrates on the Indonesian government's offer of more autonomy to the province. The report outlines the history of autonomy in Aceh, its dynamics, the legal framework, and the major players, among them the Aceh Liberation Movement (GAM) and the local government. It states that the autonomy plan is the only alternative to prolonged conflict in Aceh, as GAM and Indonesian forces cannot defeat each other.
