This report analyzes the political situation in Irian Jaya, West-Papua, and the demands for independence in the province. It examines Papuan nationalism, Indonesian settler communities, the Papuan elite and the political parties and movements in the region. The Indonesian government’s policy responses to the Papuan demands for independence have been uncertain and inconsistent, and the Papuan elite's accommodation with the Indonesian state remains a key factor in stabilizing the situation.
