This report analyzes drugs as a source of instability in Central Asia. It outlines drug production and drug routes, and the effects of drug trade. It also considers measures to combat drug trafficking. The report states that the drug problem throughout Central Asia can only be overcome with a comprehensive development plan that includes poppy eradication, crop substitution and assistance to rural areas, especially in Afghanistan.
