This report analyzes the political situation in Papua, Indonesia, providing an overview of the tensions between the central government and the regional forces striving for more autonomy. It points to the natural resource dimension of the conflict, in particular tensions between logging companies and local people. The report states that there is little consensus on what a fair deal between a resource company and local people should look like or where the line should be drawn between the duties of a company and those of the state.
