This report examines the security forces in Central Asia, concentrating in particular on the police forces of Kyrgystan, Tajikistan and Uzbekistan and their need to reform. It outlines three main areas where unreformed police forces have a detrimental impact on development and pose a threat to stability. The paper argues that new reform attempts have to take into account that there is internal opposition and develop appreciation within security forces of their long-term benefits.
