This report examines possibilities for judicial reform in Afghanistan. It argues that moving toward the rule of law is a vital part of peacebuilding in the country. It outlines the re-established 1964 constitution and the Bonn Agreement plan to rebuild the legal system, monitor human rights, select civil servants with the help of independent commissions. However, the report states that little has been achieved so far.
