This report analyzes the position of Hizb ut-Tahrir al-Islami (The Party of Islamic Liberation) in Central Asia. It outlines its origins, ideology and international network, and examines its role in Central Asia, as well as state responses in Uzbekistan, Tajikistan and Kyrgyzstan. The report argues that it is understandable that governments are concerned about the impact of Hizb ut-Tahrir al-Islami on stability, but often they use the organization as an excuse for their own failure to carry out political and economic reform, such as in Uzbekistan.
