This report analyzes the progress in Pakistan's devolution process since the military government launched a campaign for political devolution in 2000. It aimed at transferring administrative and financial power to local governments, at strengthening local control and accountability. In practice, however, it has undercut established political parties and drained power away from the provinces while doing little to minimize corruption or establish accountability at a local level. The report concludes that the reforms have not enhanced democracy, but strengthened military rule.
