This report assesses possibilities for political reform in Myanmar. It seeks to elucidate the many obstacles as well as the opportunities for reform revealed by the political events in the country and place them in their broader political, social and economic context. It reviews existing international policies and recommends a revised framework to address more directly and pro-actively the structural obstacles to building a peaceful, democratic and prosperous country.
