This report assesses the political situation in Turkmenistan. It lists political repressions and long-term threats to stability, and proposes different political and economic scenarios. It argues that the international community failed to take a strong stand against widespread human rights abuses and the plundering of the country’s wealth. Instead, it has prioritized short-term economic and security benefits. Given the longer-term risks of serious instability, if the trends are not reversed, however, a firmer line will be needed.
