This report analyzes the human rights situation in Nepal. It outlines human rights abuses and points to the limited national human rights protection capacity. It argues that using extortion and coercion, the Maoists are imposing an authoritarian regime on steadily increasing areas of rural Nepal. State forces are also engaged in well documented, systematic violations from extra-judicial executions to illegal detentions, "disappearances" and torture.
