This briefing examines the legacy of the Turkmen president, Saparmurat Niyazov, and the situation in Turkmenistan following widespread allegations of election fraud in the 11 February 2007 election of Gurbanguly Berdimuhammedov as Niyazov's successor. The briefing urges the international community to make concerted effort to end to Turkmenistan’s isolation and engage in serious trade and aid negotiations; these needed to enable the new government to take the first steps to reverse Niyazov’s most egregious policies and improve human rights.
