This report describes how the 'one China' formula has eroded and why this matters. It outlines Taiwan's position in the international system and its gradual move away from 'one China.' The report then assesses the Chinese position of 'one China' by consent or coercion and the US position of maintaining 'one China' but supporting Taiwan. It analyzes the influence of the formula on Taiwan's domestic politics and the room for action. The report concludes by stating that it is unlikely that any of the three key actors will abandon their described positions.
