This report focuses on non-military measures to ensure peace between China and Taiwan. It outlines possibilities for cross-Strait political and economic cooperation, transport and communication links, and maritime affairs. The report states that there is a real chance of continuing peace provided that confidence-building measures lower the risk of misunderstanding, cooperation grows between the two entities on social and economic matters, and the international community continues to hold the line against formal recognition of Taiwanese sovereign independence.
