This report addresses the August 1998 war in the Democratic Republic of Congo, the second one in two years directed against that nation's government. The paper asks why peace negotiations have not been initiated and who is involved in the conflict. Subsequently, the paper discusses why negotiations are necessary and which scenarios be realized. The paper argues that the greatest challenge is the inseparable link between the conflict in Congo and the internal problems facing the other countries involved.
