This report addresses the situation of the Burundian refugee population living in neighboring Tanzania and explores chances for their return. The paper introduces the different refugee flows into Tanzania, reviews the refugees’ situation and asks whether the refugee camps in Western Tanzania are militarized. Subsequently, the paper addresses military activities in Western Tanzania and assesses the relationship between the two countries. The paper calls for a civilian nature of the refugee camps and for a negotiated and inclusive solution in Burundi.
