This paper addresses challenges ahead of Algeria after a decade of violence and the election of President Abdelaziz Bouteflika in April 1999. The paper outlines signs of continuing crisis, such as renewed violence and dissatisfaction, and explores the objectives of the Islamist movement. Subsequently, the paper discusses the army’s inability to create peace and describes the economic situation as part of the problem. The paper argues that a permanent solution demands the installation of a modern state with accountable institutions and an effective economy.
