This report addresses Burundi's deteriorating domestic situation in the background of the non-effective Arusha peace accord and the continuing conflict in Congo (DRC). The paper introduces the aggravating situation, discusses the current impossibility to start a meaningful transformation process and proposes several measures to break the deadlock, including solving the leadership question, offering incentives to stop fighting and harmonizing the peace processes in Burundi and Congo. The paper argues that civil war is on Burundi's doorstep and a rapid resumption of negotiations is necessary.
