This report addresses the work and performance of the International Criminal Tribunal for Rwanda (ICTR). The paper critically assesses the ICTR’s action since its establishment, including symbolic results and bureaucratic logjams and sheds light on the legal cooperation between the ICTR and states of the region. Subsequently, the paper explores the politicization of justice and outlines different options for the ICTR’s future. The paper calls for the establishment of a time limit for the ICTR to fulfill its mission.
