This report assesses the state of Rwanda’s political development eight years after the genocide of 1994 by examining the results of the March 2001 district elections. The paper examines in detail the conduct of those elections and draws conclusions about the direction in which Rwanda’s political reconstruction is proceeding. The paper outlines conflicting election objectives, especially of the ruling Rwandan Patriotic Front, reviews external and internal constraints and discusses the conduct of the elections.
