This report addresses Zimbabwe’s presidential elections on 9-10 March 2002 and reviews options of how the EU, the Commonwealth of States and the US can constructively influence the elections’ outcome. The paper introduces the deepening crisis of Zimbabwe, discusses several election scenarios and asks whether the elections should be approved or not. Subsequently, the paper explores the policy of international actors involved and outlines policy issues, including sanctions, aid to civil society and human rights abuses. The paper calls for targeted sanctions to exert at least some influence.
