This report assesses the state and development of Somalia, asking whether it is a failed state and what needs to be done to inhibit its use as a safe haven for terrorists. The paper addresses a number of issues, including Somalia's internal political developments, regional interests, the potential for increased conflict and the existing peace process. The report suggests that a revitalized peace initiative should focus on reducing regional tensions and building a process to reconstruct the state as the most direct way both to achieve reconciliation and to counter terrorism in Somalia.
