This report assesses the state and development of Sierra Leone after its first post-war elections in May 2002 and shortly after the official end of the war. The paper reviews the election process, finding positive and negative signs, and discusses the outcome. It also addresses security challenges, including the different armed forces, demobilization and reintegration. Finally, the paper explores issues related to the unfinished peace process. the authors argue that it is still too soon to declare victory since many root causes of the war have not been eliminated.
