Before the background of continuing crisis in Zimbabwe, this report explains the divide between Western and African leaders on strategy and tactics for addressing this issue and presents practical steps for bridging it. The paper outlines the further escalation of Zimbabwe’s political and economic crisis and explores potential domestic Zimbabwean fault lines between the ruling party, the opposition and civil society. Subsequently, the paper introduces international responses with a focus on South Africa and different policy approaches. The paper argues that no advances can be expected without more meaningful regional engagement.
