This report explores ways how to end the use of access to humanitarian aid as an instrument of war in Sudan, focusing on how to remove institutional barriers to unimpeded access for humanitarian agencies. The paper introduces military developments in Sudan’s civil war and summarizes past obstructions to humanitarian access. Subsequently, the paper addresses measures for overcoming the obstruction of humanitarian access, including support for negotiation efforts, developing the necessary infrastructure and planning for worst cases. The paper calls for strong political pressure to ensure universal humanitarian access.
