This report provides information on advances and setbacks in Sudan's peace negotiations, focusing on the signing of a new Memorandum of Understanding. The paper reviews the progress of the talks and introduces Sudan’s domestic dynamics, including positions of the government and the insurgents. Subsequently, the paper identifies the opinions of regional and international powers and discusses issues still open before it is possible to strike a final peace agreement. The paper argues that in response to harder line sentiments, the international community needs to reinforce the peace dividend available to the parties.
