This report assesses progress and difficulties encountered in the process of disarming the Rwandan Hutu rebels in the Congo. It reflects on the ability of the United Nations Mission for the Congo to lead this operation. The paper discusses who actually is to be disarmed, focusing on the Hutu movement, the current military positions and the movement’s strategic evolution. Subsequently, the paper explores outside forces and flaws within the disarmament program and discusses problems with repatriation, rehabilitation and reintegration.
