This report addresses the crisis in the district of Ituri, located in Congo’s (DRC) Oriental Province, where spiraling violence bordering on genocide urgently needs to be stopped. The paper introduces the origins of the conflict between the Hema and Lendu peoples and explains how it transformed from organized chaos to genocide. Subsequently, the paper outlines the content and implementation of the Luanda agreement and discusses emergency peacekeeping missions in Ituri and the Kivu provinces. The paper calls for a sustained and strong UN intervention geared toward restoring Congolese State sovereignty.
