This report addresses Sierra Leone’s stumbling reform process toward democracy and better governance. The paper discusses regional instability arising from Sierra Leone’s neighbors and highlights measures necessary to provide better security. Subsequently, the paper outlines how to make the peace process irreversible and suggests ways to improve governance, touching on decentralization, institutional reform and youth. The paper stresses the increasing frustration with stagnating reform and recovery and calls for a more proactive role of Sierra Leone’s government.
