This report analyzes the situation in Côte d'Ivoire. It examines the country's governance model and the backgrounds of the current insurgency. It argues that any attempt to portray the conflict in primarily ethnic or religious terms is misleading, though those factors have increasingly been brought into play. What is at stake in the insurgents’ demand for a "new political order" is not only a contest for state power, but also, and perhaps more importantly, the redefinition of Ivorian citizenship and sovereignty.
