This report examines the conflict in Darfur. It lists the root causes for the insurgency, such as economic and political marginalization, under-development, and a long-standing government policy of arming and supporting militias from Darfur's Arab nomadic tribes against the mainly African farming communities. The paper argues that the situation mirrors the dynamic of other conflicts throughout Sudan, pitting a periphery that views itself as the victim of discrimination against a center in Khartoum that is seen as holding all the economic and political cards.
