This report explores the possibilities of international intervention to rebuild failing states, such as Liberia and Sierra Leone. It examines the strategy of deploying peacekeepers, disarmament, demobilization and reintegration. The paper states that the interventions in both countries are failing to produce stable states capable of exercising their sovereign responsibilities. The authors argue a fresh strategy is needed if Liberia and Sierra Leone are not to remain shadow states, vulnerable to new fighting and state failure.
