This briefing examines the 13 February 2007 deal in which Pyongyang agreed to dismantle its Yongbyon nuclear facility and admit International Atomic Energy Agency inspectors in exchange for energy aid and security assurances. It argues that the agreement is a vital first step, but further negotiation is required to clarify significant details. Therefore, a multi-step strategy remains necessary to convince North Korea to ultimately give up its nuclear weapons.
