Eight years after the end of the Kosovo war, this report examines the outlook for a permanent resolution of the region's undecided status based on the plan of UN Special Envoy Martti Ahtisaari. The paper outlines the state of the status debate at the UN Security Council, explains why partition is not a solution and suggests ways for overcoming Russia's concerns. Subsequently, the paper assesses the plan's implications for Kosovo's sovereignty and future and suggests measures to secure compliance by all involved conflict parties.
