This briefing reviews the effects of Indonesia's decentralization policy known as Pemekaran using the example of the Southeast Maluku (abbreviated Malra) region. Based on in-depth interviews, the paper analyzes the division of Malra and the political interests of those involved. The paper argues that the decentralization concept isn't the problem, but rather corruption, poorly written and enforced laws and a lack of oversight.
