This report discusses the destabilizing impact of Nigeria's general elections of April 2007 that were marred by widespread irregularities. The paper identifies what went wrong and the implications for the Nigerian state and outlines the immediate steps necessary to halt a slide to state failure. The paper argues that extraordinary steps are necessary to address the electoral crisis, build government legitimacy, restore trust in institutions and sustain Nigeria's leadership in Africa.
