This report addresses the widespread human rights abuses by both the government and the Liberation Tigers of Tamil Eelam (LTTE) that have accompanied the resumption of war in Sri Lanka. The paper examines the human rights situation in the context of the broader conflict, analyzes the impact of human rights abuses on state and society and comments on the failure of the state to establish effective institutions to promote human rights. The paper states that human rights abuses are mostly the result of deliberate policy decisions by the government and the LTTE.
