This report describes the human, social, economic, political and security costs of the protracted, frozen conflict in Western Sahara. The paper introduces the positions of Morocco, Algeria and the Polisario movement and examines the costs and losses, especially for the people of the Western Sahara, for Maghreb unity and cooperation in the security and economic spheres and for the credibility of the UN. The paper calls for the launching of a debate among the parties involved and an attempt to change the conflict's underlying dynamics.
