This report addresses Sierra Leone's national development since the end of the civil war in 2002 and sets out the challenge of the parliamentary and presidential elections in August 2007. The paper introduces Sierra Leone's political scene, commenting on the emergence of a new party, regional contradictions and the performance of the ruling party. Subsequently, the paper assesses efforts to improve the working of state institutions, including anti-corruption campaigns, security sector reform and improvements to law enforcement. The paper argues that those who win the elections must commit to substantial governance reforms.
