This report on Turkey outlines the background to its relationship with Europe and the achievements in convergence with the EU. The paper illustrates the economic, legal and social transformations within Turkey, outlines the risks the EU faces if it rebuffs Turkey's bid for accession and proposes ways to restore the troubled relationship. The paper argues that Turkey can contribute as much to the EU as other difficult candidates have in the past, yet, debates about memberships are seen as premature.
