This report addresses demands for the restoration of democracy, rule of law and the military's withdrawal from politics in Pakistan, commenting on the implications of the planned elections. The paper identifies key civilian and military actors and institutions that play a role in the electoral process, analyzes steps taken in preparation and suggests mechanisms for minimizing the risk of electoral manipulation. Furthermore, the paper assesses the international community's role and the impact of flawed or postponed elections. The paper argues that influential international actors should rethink their sole reliance on Pakistan's military.
