This report addresses the logjam of the international negotiations on the future of Kosovo, highlighting the role of the EU and the US and the growing urgency to find a final settlement. The report analyzes the diplomatic deadlock in the UN Security Council, explains why the continuation of the undecided situation is dangerous for Europe's stability and proposes a way forward to achieving Kosovo's conditional independence with the fewest negative side effects possible. Furthermore, the paper presents the positions of the players involved. The paper supports Kosovo's conditional independence even without full international support.
