This paper recommends a number of cost-cutting business reforms which the incoming Trump administration could implement in the US Department of Defense (DoD). The reforms basically fall into 3 categories – 1) those that require the personal attention from the Secretary of Defense, such as resetting defense budgets at more reasonable and predictable levels; 2) those that require continued attention, such as military healthcare reform; and 3) those that deserve renewed attention, such as controlling the growth of operating costs. Unsurprisingly, these efforts will require DoD to restructure or terminate lower-priority weapon systems and other programs if they are going to be effective.
