This report examines attempts to reform policing in Afghanistan since 2001, highlighting the need for depoliticization and institutionalized procedures. Based on fieldwork, the paper analyzes the state of policing as it affects the population, international reform efforts and the impact of the deteriorating security situation. The paper states that to build a true national institution, it is necessary to ensure that the population is reflected in the make-up of the command and control structures.
