This briefing paper discusses the results of and prospects for the peace process between the government of Colombia and the left-wing National Liberation Army (ELN). The paper addresses the military, political and financial state of the ELN and reviews the proceedings of earlier peace talks, including talks with the Uribe administration, Mexican facilitation, the "Peace House" and the Cuba rounds. Subsequently, the paper identifies bottlenecks to a peace agreement such as the ceasefire, kidnappings, anti-personnel mines and civil society participation. The paper argues that the ELN has not been defeated and will not just go away.
